IMO Cotton and Tea don't really deserve to be in D tier. Cotton, while not particularly versatile, is what supports the production of Clothes, which are basically always in high demand and thus very profitable if you can support them. It's good for starting up an industry if you don't have better RGOs, I'd say it's C tier. As for Tea? I dunno if this is a problem unique to modded Vic2, but I have yet to play a single game in East Asia where I don't end up with Tea replacing other, better RGOs multiple times... or a single game where I thought "Yes, finally, now I have access to Tea!" upon getting some. In theory it feels like it should be D tier, but it's E tier in practice.
